Overview

Enforcement action by the Pennsylvania Department of Environmental Protection (PADEP) on the Honesdale Borough wastewater system resulted in a Consent Order and Agreement (CO&A) between the Borough and PADEP. This CO&A outlined specific obligations and an aggressive timeframe for the Borough to address their long-term wastewater management. The Borough, along with the other contributing municipalities, later formed the Central Wayne Regional Authority to address the CO&A with Entech providing assistance with the formation, Act 537 planning, and ultimate design of the systems identified in this plan.

Solution Details

Entech assisted the Borough with the initial CO&A response by submitting and receiving PADEP approval of an updated Act 537 Plan that outlined the need for annual collection system repairs and for a wastewater treatment plant (WWTP) upgrade to eliminate the hydraulic overload conditions currently experienced. The Borough, and later the newly formed Authority (Central Wayne Regional Authority), were able to implement the outlined needs and met each deadline within the CO&A with regards to planning, design, permitting, and construction.

With approval from PADEP, Entech completed the design, permitting, and construction of a new WWTP, designed to meet stringent water quality effluent limits including nutrient removal to protect the high quality Lackawaxen River.

Entech also assisted the Authority in obtaining the PENNVEST financing that included a $5.1 million grant, as well as an H2O Grant of $4 million.
