Overview

The City of Lebanon Authority (COLA) manages its sewer collection system and wastewater treatment plant that covers the City of Lebanon and significant portions of neighboring Lebanon County municipalities including two boroughs and eight townships. They had historical issues with sanitary sewer blockages and obstructions from the contribution and accumulation of fat, oil, and grease (FOG), into the publicly owned treatment works.

Solution Details

Entech consulted COLA staff to identify and review available examples of all FOG-related data to be managed as part of the FOG program, including, but not limited to FOG observations collected during CCTV, hauler records, self-surveys and grease trap inspection data. Entech helped COLA develop a site specific Fats, Oils, Grease and Sediment (FOGS) Ordinance, which was the backbone of the program and assisted in the development of their best management practices. COLA received assistance on updating the FOGS permit fee schedules and penalty matrix. In addition, Entech supported COLA GIS staff to design and develop FOG GIS layer and data sets to incorporate into their existing GIS database. The GIS data shows the location of all facilities with grease traps/ interceptors that are subject to the FOG program / ordinance along with pertinent supporting data.

As part of the public relations and education effort, Entech recommended that COLA request all food establishments to complete a self-survey about their operations and FOG-management system, as well as conduct FOG inspections of approximately 100 food service establishments. Entech helped COLA develop a plumber’s checklist to manage new and changing food handling facilities and prepare FOGS communications and Best Management Practices (BMP’s) to educate and guide program participants. .

These efforts will reduce City of Lebanon Authority’s liability and minimize maintenance and treatment costs for their sanitary sewer system.
