2025 PA Municipal Bid Base Threshold Amounts

Each year the Pennsylvania Department of Labor and Industry announces new public project cost thresholds required for public bids. The thresholds for 2025 have increased again this year.

In 2025, the rates increased 2.4% from 2024 rates. Most government entity projects, including municipal authorities, counties, boroughs, and townships, will require a public bid when the project totals more than $23,800 in 2025.

Beginning on January 1, 2025, the bidding thresholds for municipal authorities will be as follows:

Contract Amount Bid Requirement
below $12,900 No formal bidding or written/telephonic quotations required
$12,900-$23,800 Three written/telephonic quotations required
over $23,800 Formal bidding required
